En tan solo cuatro años, la reforma educativa logró lo que las anteriores no pudieron: modificar drásticamente los mecanismos de ingreso, promoción y permanencia en el servicio docente. En este artículo se rastrean los efectos subjetivos que la reforma, y particularmente la evaluación docente obligatoria, permanente y cambiante, están teniendo en el perfil profesional y la composición de la planta docente en la escuela. El supuesto que guía nuestra pesquisa, es que en tanto dispositivo de reconfiguración del sistema educativo, la (...) reforma busca desaparecer todo vestigio del maestro misionero, apóstol, agente de cambio y burócrata sindicalizado, para configurar un maestro multifuncional, flexible, precario, responsable tanto de sus propios éxitos como de sus fracasos. Peroxisomal matrix proteins are synthesized on cytosolic ribosomes and rapidly transported into the organelle by a complex machinery. The data gathered in recent years suggest that this machinery operates through a syringe-like mechanism, in which the shuttling receptor PEX5 − the “plunger” − pushes a newly synthesized protein all the way through a peroxisomal transmembrane protein complex − the “barrel” − into the matrix of the organelle. Notably, insertion of cargo-loaded receptor into the “barrel” is an ATP-independent process, whereas extraction (...) of the receptor back into the cytosol requires its monoubiquitination and the action of ATP-dependent mechanoenzymes. Here, we review the main data behind this model. The peroxin PEX5 is the peroxisomal matrix protein receptor. It shuttles between the cytosol and the organelle membrane, where it gets inserted into the docking/translocation module, thus pushing the cargo-protein into the peroxisome lumen. Resetting the system involves PEX5 monoubiquitination and its extraction from the membrane by the AAA-ATPases, PEX1/PEX6. (shrink)

IntroductionThe COVID-19 pandemic has forced changes in patient care in Mental Health Day Hospitals.ObjectivesTo study the interventions performed in MHDHs during the pandemic in comparison with those performed in other facilities and to analyze the new hospital admissions in both groups.MethodA retrospective multicenter cohort study comparing the interventions received by a group of 161 patients admitted in MHDHs during the lockdown period in Spain with the interventions of another group of 109 patients who were treated at other facilities during lockdown.ResultsMHDHs (...) reduced their face-to-face interventions during lockdown just as much as other facilities but implemented telematic intervention methods to a greater extent. Patients attached to MHDHs during lockdown were admitted significantly less and presented fewer urgent consultations in the following 6 months.ConclusionThe use of telepsychiatry made it feasible to adapt MHDHs to periods of lockdown, being useful to improve the continuity of care during the pandemic. In addition, it was possible to maintain a reduction in hospital admissions in patients treated at MHDHs. (shrink)

Scanlon defendeu sistematicamente que a noção de “razão” é primitiva e não definível noutros termos quando se trata de explicar um curso de acção moralmente relevante. Suportando o seu argumento num modelo muito intuitivo para pensar o que são razões em termos de racionalidade prática, Scanlon defende que qualquer explicação conduz sempre à mesma ideia: uma razão é uma consideração que conta em favor de algo. (...) E conta como tal na medida em que fornece uma razão para aquilo que justifica, explica ou legitima. Parece, portanto, que este é o limite da definição. O meu argumento neste trabalho confronta a posição hiper-racionalista de Scanlon com o exemplo da Acrasia ou fraqueza da vontade, por se tratar de um típico curso de acção que não apenas seria erradamente caracterizado com racional, mas onde o próprio agente falharia sistematicamente na provisão de razões para o seu comportamento. Dentro del amplio campo problemático que configuran las diversas indagaciones en torno a la biopolítica, se destacan aquéllas que estipulan la necesidad de ampliar, profundizar, completar e incluso enmendar las significaciones que Michel Foucault le imprimiera a este concepto durante la década de 1970. El presente artículo tomará en consideración la “biopolítica afirmativa” desarrollada por Roberto Esposito, la cual aparece caracterizada como el pasaje desde una política sobre la vida hacia una política de la vida. The present article delineates how the Roman and Christian dispositif of the person has increasingly brought about a neat division between persons and things. This has had devastating effects for both. On the one hand, things are reduced not only to servile objects but also to disposable commodities. On the other, the process of derealization of things is paralleled by that of depersonalization of persons; different typologies of persons emerge, historically reproduced by the distinction between real persons and those that (...) are declared non-persons, almost-persons, temporary persons or anti-persons. It is, however, possible to develop a new anti-hierarchical conception of things and persons by focusing on the human body and by taking into account the findings of anthropology as well as the works of philosophers such as Spinoza, Simondon and Latour. Overview The evolution of multicellularity raises questions regarding genomic and developmental commonalities and discordances, selective advantages and disadvantages, physical determinants of development, and the origins of morphological novelties. It also represents a change in the definition of individuality, because a new organism emerges from interactions among single cells. This paper proposes an extended idea of critique, bypassing the paradox of a critique of critique. It reconstructs the semantics of critique from ancient commentary to autonomous interpretation, identifying the blindness of critical theory in the claim to detect crises and to indicate how to overcome them. The critique of critique is achieved not by rejecting critique but by moving to second-order observation. In this understanding, critique does not refuse what is normal but observes it as improbable. Critical observation is (...) understood as reflection on normality, its opposite, and its alternatives. The debate on risk society is presented and commented on as an example. (shrink)

The problem facing society today, which is only superficially defined in terms of ‘postdemocracy’ or exorcised as populism, is not the limits or defects of democracy, but, on the contrary, its completion in the figure of its opposite. One must be aware that the horizon has profoundly and irreversibly changed. At this point, what is at stake is no longer a simple reform of society’s institutions; rather, we are faced with a socio-cultural transformation that runs much deeper than our entire (...) political lexicon. Far from opposing the new significance assumed by biological life under the illusion of restoring our ancient vocabulary, we must place ourselves at the centre of political action – sufficiently responding to the pressing demands that come, to the dilemmas that unfold, to the needs that provoke ever greater masses of men and women – within the borders of the West or with those pressing to gain entry. The debate on the right to be forgotten on Google involves the relationship between human information processing and digital processing by algorithms. The specificity of digital memory is not so much its often discussed inability to forget. What distinguishes digital memory is, instead, its ability to process information without understanding. Algorithms only work with data without remembering or forgetting. Merely calculating, algorithms manage to produce significant results not because they operate in an intelligent way, but because they “parasitically” exploit the (...) intelligence, the memory, and the attribution of meaning by human actors. The specificity of algorithmic processing makes it possible to bypass the paradox of remembering to forget, which up to now blocked any human-based forgetting technique. If you decide to forget some memory, the most immediate effect is drawing attention to it, thereby activating remembering. Working differently from human intelligence, however, algorithms can implement, for the first time, the classical insight that it might be possible to reinforce forgetting not by erasing memories but by multiplying them. After discussing several projects on the web which implicitly adopt this approach, the article concludes by raising some deeper problems posed when algorithms use data and metadata to produce information that cannot be attributed to any human being. THEOLOGICAL REFLECTIONS ON IMMIGRATION HAVE LARGELY FOCUSED ON mandates to love the stranger and protect human rights. The U.S. and Mexican bishops' pastoral letter "Strangers No Longer" is no different. However, this ethical focus leaves Christians without sufficient theological guidance when seeking to balance concern for immigrants and U.S. citizens alike. This essay examines undocumented immigration to the United States through the lens of the common good, using a contemporary Catholic feminist understanding of the common good. It examines the impact (...) of immigration on this country and makes policy recommendations that are consistent with the common good. Many of the recommendations are consonant with the bishops' recommendations, but one important recommendation missed by the bishops is that efforts to promote a liberal immigration policy must be accompanied by efforts to promote just wages and working conditions for all low-wage U.S. workers. Al tiempo que defendió la autonomía de la sociología frente a la filosofía, Durkheim le prescribió a aquélla una tarea específica: realizar una ciencia moral que atendiendo a dos rasgos con los que los hechos morales se muestra a (...) la conciencia —solidaridad y coerción— pueda dar cuenta del sentido moral de la división del trabajo, hasta entonces considerado un proceso casi natural. El propósito de este artículo es mostrar cómo el enfoque durkheimiano permite descubrir una semejanza estructural entre el análisis sociológico y la tradicional perspectiva filosófico-moral de las obligaciones mutuas. O presente artigo tem como objetivo verificar as principais concepções relativas à construção das dimensões de cidadão e cidadania desenvolvidos pelo Orfanotrófio Pão dos Pobres, na década de 20, através da análise do impresso da escola - Boletim Pão dos Pobres -· bem como a sua relação com a realidade social da época, a fim de demonstrar como essas iniciativas procuravam atender às necessidades do novo contexto social emergente.

A Idade Média foi cenário de manifestações variadas do conhecimento produzidas por letrados judeus, especialmente no campo da filosofia. O intervalo temporal predominante, os séculos XI, XII, XIII e XIV, coincide com a consolidação de uma tradição filosófica aristotélica sobre a base da língua e da cultura árabe. Uma tal riqueza em termos de produção do saber é, também, atestada por reconhecidos estudiosos de língua, cultura, religião, filosofia e história judaicas. Há um importante processo de encontro e desencontro, interação e (...) sobreposição entre as culturas árabe, judaica e cristã na Idade Média – seu estudo ilumina nossa compreensão de indivíduos e de suas obras, para além de si mesmos. The traditional perspective on emotions, anchored in the Western philosophical tradition, assumes an irretrievable dualism between emotions and reason. Emotions are assumed as forces, which can blind a person’s view and lead them to do terrible things. For this reason, emotions must be put aside during rational deliberation. For common sense, including legal common sense, emotions are dangerous and are unrelated to rational decision-making. Nevertheless, Aristotelian’s perspective on the relationship between emotions, reason and practical deliberation is enlightening. Emotions are not (...) blind forces completely divorced from reason. Aristotle did not develop a complete theory of emotions but recognized a strong covariance between emotions/passions/sentiments and thoughts. This research is based on three theoretical pillars: Aristotle’s perspective on the relationship between reason and emotions drawn on Nicomachean Ethics and Rethoric, the jurisprudencialism, a jurisphilosophical approach elaborated by António Castanheira Neves, and Terry Maroney’s model for judicial emotion regulation. The power of judgement is assumed mainly as a practical task, which involves the excellence of phronesis, virtues and emotions/sentiments/passions. (shrink)

At the beginning of the twentieth century Haeckel’s biogenetic law was widely questioned. On the one hand, there were those who wanted to dismiss it altogether: ontogeny and phylogeny did not have any systematic or interesting relation. On the other hand, there were those who sought to revise it. They argued that while Haeckel’s recapitulationism might have been erroneous, this should not deter the research over the relation between evolution and development. The British embryologist Walter Garstang was one of the (...) main figures on the “revisionists” side. In this paper, I first situate Garstang’s contribution to embryology and evolution within the extraordinarily creative period of the first three decades of the twentieth century. Then, I review some of Garstang’s specific ideas in detail, especially his most well-known 1922 paper “The Theory of Recapitulation.” Finally, I look at how the demise of the biogenetic law in light of Garstang’s views—as well as from the perspective of contemporary developmental evolution—should be understood. My main concern is not about the dismissal of Haeckel’s law or the sidelining of embryology in the twentieth-century evolutionary biology. I am rather interested in exploring why Garstang’s revised version of biogenetic law—which was entirely consistent with the neo-Darwinian perspective underpinning the Modern synthesis—did not spur a major new agenda in evolutionary biology after the 1930s. Este trabajo es parte de un amplio proyecto de investigación, formación continuada y aplicación de nuevas tecnologías, a través de una alianza entre la municipalidad de una ciudad del interior del estado de São Paulo/Secretaría de Asistencia Social con la Maestría Profesional en Prácticas Institucionales en Salud Mental. Este es un esquema de la formación de profesionales del servicio institucional de atención a niños, niñas y adolescentes en situación de vulnerabilidad y riesgo, que requieren una protección especial e integral, de (...) alta complejidad. Los profesionales que trabajan en esta institución necesitan espacios para pensar en la práctica y desarrollar recursos con el propósito de minimizar las enfermedades en el trabajo y mejorar su desempeño. El objetivo de este relato de experiencia es reflexionar sobre la experiencia de las autoras al respecto de uno de los cursos de capacitación para los profesionales de esta institución. Quince profesionales participaron de una reunión de 3 horas de duración, a través de una dinámica de calentamiento, seguida de la división en dos grupos para preparar una obra de teatro con el tema “cómo te sentiste cuando llegaste por primera vez a trabajar en la institución”, para después conversar con todos los profesionales. Como resultado, los profesionales reportaron la importancia del espacio para compartir experiencias, así como la posibilidad de conocer las prácticas de otros y reflexionar sobre su desempeño profesional. En esta experiencia, las autoras pudieron pensar en la importancia de los momentos de compartir como recurso para elaborar sentimientos emergentes en el trabajo diario y a partir de esto en la construcción conjunta de nuevas posibilidades de acción. Se concluye que esta experiencia permitió iniciar el desarrollo del trabajo integrado, con mejor calidad en la prestación de los servicios, aspectos esenciales para el desarrollo del trabajo con responsabilidad social. Fundado em 14 de janeiro de 1933 como remanescente das associações culturais criadas pelo movimento anarquista e anarco-sindicalista nas primeiras décadas do século XX, o Centro de Cultura Social de São Paulo tem por objetivo o aprimoramento intelectual, a prática pedagógica e os debates públicos. Nesse intuito, organiza palestras, cursos, seminários, filmes, peças teatrais, entre outros, além de manter um acervo de arquivo e biblioteca voltada principalmente para os estudos. Desenvolve formas de ação e formação de militantes e de livres (...) pensadores, tendo sido comum a formação de diversos centros de cultura ou congêneres em meados do século XX. A obra Pedagogia, sujeitos e resistências é resultado de um seminário promovido pelo Centro de Cultura Social de São Paulo em Junho de 2009 com o propósito de discutir o funcionamento das verdades do poder e dos poderes da verdade que circundam as várias práticas políticas e pedagógicas na contemporaneidade. Nesse sentido, a obra em questão, como bem apresenta Silvio Gallo, é resultado do esforço intelectual de jovens pesquisadores que transformaram um encontro de estudos em matéria concreta e viva de resistência ao instituído em prol da liberdade de expressão e de criação de novos modos de vida. Esta coletânea de textos apresenta-se extremamente inovadora no que concerne a educação e a pedagogia porque apresenta o funcionamento de micropolíticas cotidianas capazes de mobilização-transformação do mesmo e da mesmidade político,pedagógica e educacional tão correntes nos dias de hoje. Der vorliegende Artikel untersucht den philosophischen Begriff der _epistrophé_ im ursächlich-metaphysischen Kontext. Die _epistrophé_ bildet das letzte Element der berühmten neuplatonischen Trias von _moné_, _próodos _und _epistrophé _(Verharren, Hervorgang und Rückwendung). Das zentrale Ziel dieser Arbeit ist es, den Begriff der _epistrophé_ bei Proklos, seinem paganen Nachfolger Damaskios und Dionysios Pseudo-Areopagita, dem wirkungsmächtigsten christlichen Rezipienten von Proklos, vergleichend zu untersuchen. Beide Denker bewegen sich in unterschiedlicher Abhängigkeit von der Philosophie des Proklos, die ihre Grundlage darstellt, und entwickeln gleichzeitig ihre eigene (...) Autonomie. Die vergleichende Analyse des Begriffs der _epistrophé_ dient auch dazu, die Eigenheiten dieser drei Denker herauszuarbeiten und die komplexen Beziehungen zwischen ihnen aufzuzeigen. Der Artikel beginnt mit einer Darstellung des Proklischen Begriffs der _epistrophé_, wobei besonders auf seine _Theologische Grundlegung_ Bezug genommen wird. Anschließend wird auf die Kapitel 75-77 von Damaskios’ _Aporien und Lösungen bezüglich der ersten Prinzipien_ eingegangen. Damaskios thematisiert hier einige Probleme und Schwierigkeiten, die den neuplatonischen Begriff der _epistrophé_ betreffen und sich aus Proklos’ Formulierungen ergeben. Durch seine Problemstellungen klärt und vertieft er den von Proklos geprägten Begriff der _epistrophé_, wobei seine Grundanschauung im Wesentlichen mit der des Proklos übereinstimmt. Im Gegensatz dazu erfolgt bei Dionysios eine Neuinterpretation des Begriffs der _epistrophé_. Um Dionysios’ Transformation des Begriffs zu verdeutlichen, werden drei Schlüsselstellen aus dem Werk _Über göttliche Namen_ ausführlich analysiert. Dabei werden auch relevante Passagen aus dem späten Neuplatonismus und der Patristik herangezogen. Hierdurch wird gezeigt, dass Dionysios den Begriff der _epistrophé_ vom Ontologischen ins Christlich-Soteriologische umdeutet. Auf diese Weise überschreitet er die neuplatonische triadische Kausalstruktur und entwickelt eher eine Tetrade, in der die _epistrophé_ bereits als _apokatástasis_ verwendet und mit der Totenauferstehung verbunden wird. In diesem Zusammenhang wird auch der fundamentale Unterschied zwischen den Begriffen der _epistrophé_ und der _apokatástasis_ in Proklos’ Philosophie beleuchtet. (shrink)

A growing body of research informs us that an effective, efficient fight against chronic American poverty, producing benefits far exceeding costs, is possible. It begins by protecting children from developmental risks. This book describes those risks, along with the programs and policies we know protect children and families. A policy framework for the pursuit of an intrepid new goal – the purposeful protection of America’s most vulnerable children on a large scale – would end chronic poverty as we know it.

Background Respect for human rights and bioethical principles in prisons is a crucial aspect of society and is proportional to the well-being of the general population. To date, these ethical principles have been lacking in prisons and prisoners are victims of abuse with strong repercussions on their physical and mental health. Methods A systematic review was performed, through a MESH of the following words (bioethics) AND (prison), (ethics) AND (prison), (bioethics) AND (jail), (ethics) AND (jail), (bioethics) AND (penitentiary), (ethics) AND (...) (penitentiary), (prison) AND (human rights). Inclusion and exclusion criteria were defined and after PRISMA, 17 articles were included in the systematic review. Results Of the 17 articles, most were prevalence studies (n.5) or surveys (n.4), followed by cross-sectional studies (n.3), qualitative studies (n.1), retrospective (n.1) and an explanatory sequential mixed-methods study design (n.1). In most cases, the studies associated bioethics with prisoners’ access to treatment for various pathologies such as vaccinations, tuberculosis, hepatitis, HIV, it was also found that bioethics in prisons was related to the mental health of prisoners, disability, ageing, the condition of women, the risk of suicide or with the request for end-of-life by prisoners. The results showed shortcomings in the system of maintaining bioethical principles and respect for human rights. Conclusions Prisoners, in fact, find it difficult to access care, and have an increased risk of suicide and disability. Furthermore, they are often used as improper organ donors and have constrained autonomy that also compromises their willingness to have end-of-life treatments. In conclusion, prison staff (doctors, nurses, warders, managers) must undergo continuous refresher courses to ensure compliance with ethical principles and human rights in prisons. (shrink)
